What 🡀 means
It points left; the weight is visual emphasis.
In a route it marks leftward movement; beside a sequence it can point back to an earlier step. Labels and surrounding text decide which reading fits.
Why is 🡀 in Unicode?
To carry a font glyph as ordinary text.
A 2011 Unicode proposal lists this as a Wingdings 3 heavy-compressed arrow. The Wingdings family dates to 1992; that is the font family’s date, not necessarily this glyph’s first appearance.
The proposal aimed to make symbol-font glyphs searchable and interoperable without the original font. The arrow still points left; its format changed from a font drawing to a Unicode character.
