What ᰿ means
It is a traditional Lepcha punctuation mark whose recorded meaning is “stop.”
One example places it around the number introducing a sentence shown with a word-by-word explanation. Its outline can vary with the font.
Traditions place Lepcha script’s development in the seventeenth or early eighteenth century, crediting Thikúng Mensalóng, Chador Namgyal, or Lhatsun Chenpo; accounts differ. A manuscript survey identifies surviving handwritten Lepcha materials from the second half of the nineteenth century.
