What 🟇 means
No fixed meaning; it is an ornament. Its four arms are each offset to one side, so the star seems to spin like a paper pinwheel, a sharper cousin of the plain four-pointed star . In a list it acts as a bullet; around a name or a title it is decoration, read much like a sparkle.
It came to Unicode in 2014 as part of the Geometric Shapes Extended block, which collected the arrows, circles and stars of Wingdings and Webdings, the picture fonts bundled with Windows since the 1990s. In those fonts each picture was secretly an ordinary letter, which reappeared whenever the font was missing; a Unicode code of its own lets the shape travel as real text.
Neutral and decorative; it adds a bit of polish, not a set emotion or message.

1Why do I see an empty box instead of the star?
Your font lacks it. Support for this rare character varies, so some phones and apps show a box or blank; the text itself is fine.
