What means
Its direction is rightward; context gives it a specific relation. A diagram or code tells you what the arrow connects or indicates, and the hook distinguishes its shape.
Where did come from?
Smalltalk is a programming language developed at Xerox PARC, a research lab, during the 1970s. A character chart shows in the Smalltalk-78 system font (the computer's built-in typeface), taken from a prototype Macintosh system disk. A 2021 proposal to add the glyph to Unicode (the shared text standard) aimed to keep older Smalltalk versions compatible; it maps to and describes its use among specialists and hobbyists as rare.

2Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
