What ⤁ means
It marks a finite surjection in Z notation. Every allowed output has an input, and both sets are finite.
A 2000 math-symbol proposal lists ⤁ for Z notation; it grew from STIX, a math and technical publishing font project.
Formal mathematical notation; the rightward point is not a direction cue.
In a formula, don’t read the rightward point as an instruction.

1Why does ⤁ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
