What ᚶ means
It marks the nasal sound at the end of English “sing.” The eng rune represents that sound in a written word. Runes were used to write Germanic languages, and their forms and sound values varied by place and period.
The earliest known surviving example of this exact glyph is on a fifth-century buckle from the Eastern Germanic tradition. The inscription marᚶᛍ has several proposed readings, including mārings, a horseman-related word, “marsh-man,” or a tribal name; none settles the whole inscription.
By the medieval period, runic writing had developed into several traditions, including Anglo-Saxon Futhorc and Medieval Futhork, names for different runic writing systems. “Rune” does not mean one fixed alphabet.
Is ᚶ the same as ᛝ?
No. They are distinct runes from related traditions. ᛝ is the rune named Ing in Anglo-Saxon Futhorc; ᚶ is the rune named Eng. ᛜ is another distinct sign, commonly associated with Ingwaz in Elder Futhark.
The names and sound associations overlap, but they do not make the characters interchangeable. A transcription should keep the form used in the inscription or writing system being described.

2Does ᚶ have a fixed magical meaning?
No fixed meaning follows from the buckle inscription: it uses ᚶ inside a disputed written word, not as a standalone magical definition.
Why does the runic letter eng look different in different fonts?
It can. Unicode identifies the character, while each font draws it; without runic coverage, a font may show a fallback form or a missing-glyph box.
