What 🯵 means
It means five; the bars give it a display style.
A seven-segment digital display draws each numeral by lighting selected bars.
Where did segmented digits come from?
Early telegraph printers already built characters from smaller marks. Carl Kinsley’s 1903 patent application used printed marks in high-speed telegraphy.
Frank W. Wood’s 1908 signal-panel application used blocks of light to form characters with fewer lamps and circuits. The Atari ST character set later kept upright seven-segment digits separate from ASCII, including for game scores. Unicode’s proposal preserved them for old-data conversion.

1Why does 🯵 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
