What 🯴 means
It is a separate display-style digit for four.
Seven bars light in selected combinations to form digits; this pattern makes four.
A patent application filed in 1903 for telegraphy (sending messages over wires) proposed printing figures from separate marks for faster recording. Later, Atari ST software, made for Atari's 16-bit home computers, used distinct segmented digits in game scores; a 2019 Unicode proposal records that use.
Why can it turn into plain 4?
NFKC compatibility normalization strips the display styling. NFKC is Unicode's compatibility-normalization form: it maps 🯴 to ordinary 4. A system that applies it keeps the number but loses the segmented look.

1Why does 🯴 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
