What 🯱 means
It is one, drawn as a seven-segment display digit. A seven-segment readout builds each number from bars that light in different combinations.
A 1908 application by Frank W. Wood described an illuminated naval signal that used grouped lamps to show digits for gunners' range and direction; saving lamps was a design goal. It included a diagonal segment, so it was related in principle, not this exact form.
In the Atari ST era, applications used this upright seven-segment set apart from ordinary digits, especially for game scores.

Questions people ask
1Why does 🯱 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
