What ㌦ means
It means Japanese ドル, “dollar.” Katakana is a Japanese script often used for borrowed words; the square gives the word one character-width.
NEC’s additions to Japan’s JIS C 6226 character standard (1978) include it; Shift-JIS, an older Japanese encoding, places it on row 13. Unicode retains the square form for older text compatibility.
In vertical Japanese text, fonts may arrange its kana differently inside the square.
