What ㌢ means
It represents センチ, the Japanese abbreviation for centimeter. Katakana is one of Japanese’s writing systems; the square layout packs the word into one text cell beside East Asian characters. Other squared unit forms, such as and , share the design.
These squared Katakana characters were inherited from older Japanese character encodings and retained in Unicode for compatibility. A 2008 Japanese text-layout presentation shows センチ set vertically and cm used horizontally. In Japanese, センチ can also mean “sentimental”; ㌢ refers to the measurement form.

1Why does ㌢ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
