What ㌚ means
㌚ writes the Brazilian cruzeiro name in one Japanese cell. In Japanese, it is a compact spelling of クルゼイロ, the former Brazilian currency name cruzeiro. Its box fits five kana into one em-sized cell; the box changes the layout, not the word.
Brazil used currencies named cruzeiro during 1942–1967, 1970–1986, and 1990–1993, with differently named currencies between those periods. The glyph gives no denomination and cannot date a mention by itself; use the surrounding text.
The 1978 JIS C 6226 character standard included squared words. Unicode’s vertical-text guidance allows these kana words to rearrange to fit vertical lines. Compatibility normalization, used to standardize equivalent text forms, can turn ㌚ into plain クルゼイロ and discard the square; NFKC and NFKD do this.
A Japanese typesetting form for a Brazilian currency name; surrounding text helps identify the period.
㌚ alone does not tell you the currency period or denomination.

1Why does ㌚ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
