What ➧ means
It points right: go here, or move to the next step. Placed before a label it says "go to this"; between two steps it shows one leading to the other; at the start of list lines it is just a bullet.
It belongs to the Dingbats block, ornamental printer's symbols descended from the ITC Zapf Dingbats font. Arrows themselves are much older: a direction sign at Ephesus around the first century AD, a 1737 French engineering treatise marking water flow, and plain abstract pointers in maps and diagrams by the late nineteenth century.
Neutral in documents and diagrams; in casual chat it reads as formatting.

1Does ➧ look the same everywhere?
No. The active font draws it, so width, weight and the shape of its point vary; it still reads as a right arrow.
