Is 𘒧 Chinese?

No. It is Tangut, shaped by Chinese writing methods.

The Western Xia court introduced its own script in 1036 for state identity and Buddhist translation. Khitan neighbors had created scripts earlier; Tangut character-making drew inspiration from Chinese but formed a separate system. A Guazhou court-record document may be the earliest dated Tangut writing (1070/71); the better-known bilingual Liangzhou stele dates to 1094. Tangut books also carried Chinese and Tibetan works. After Western Xia fell, Buddhist writing continued: Baoding pillars are dated 1502.

Why does 𘒧 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
