What ꗋ means
It writes one complete Vai syllable, read roughly as “to.” The Vai syllabary gives each short syllable its own sign.
Vai writing took shape in Liberia in the early 1830s, largely through Momolu Duwalu Bukele; a missionary account recorded it in 1834. Vai tradition ties its origin to a dream. It served correspondence, records and schooling alongside English and Arabic. Early texts also used logograms, signs for whole words. Its syllabic design influenced Mende, Loma and Kpelle in the first half of the twentieth century. A Cherokee influence remains uncertain.
