What ⸾ means

It marks a break or sharp intonation shift. It follows the affected word or phrase.

In Lithuanian dialectology, the study of regional speech, ⸾ marks a pause. The Copenhagen scheme dates to 1925; linguist Jurgis Gerulis adopted it for Lithuanian dialect study in 1930. A 2017 study notes variation in print across the wider transcription tradition.
