What ⸿ means
It marks a paragraph or another division in a text. Greek writing on papyrus used a paragraphos, a short line or angle, to show a division. Early Latin manuscripts used this mark, called capitulum, inline as a pointer or separator, saving space.
Forms and placement varied across manuscripts. By the seventeenth century, printed prose used paragraph indents as the standard break, while capitulum-like signs marked sections and chapters.

1Why does ⸿ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
