What means
It turns one text cell into an eight-part picture.
“Octant” means a character cell divided into two columns and four rows. The suffix 123467 marks the six filled cells; positions 5 and 8 remain open.
In 1984, graphics-capable Kaypro computers used octants like this to draw low-resolution pictures through text output. Kaypro’s mapping assigns this pattern to byte E0 in its reverse-video set; converting an old file needs that legacy mapping, not a direct reading of E0 as a Unicode value.

1Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
