What does this tile do?

It fills five of the eight parts in a character cell.

Semigraphics means using block characters as coarse pixels; neighboring tiles can make a larger image.

Where does this pattern come from?

Kaypro home computers used it in 2-by-4 text graphics by 1982.

Each character cell held eight on/off blocks so the display could imitate pixels. This exact pattern was Kaypro Normal code CF, extending older four-part quadrant mosaics.
