What 𜶶 means

It fills five patches in a two-column, four-row character slot. The numbers run left to right, then down: 1, 2, 4, 7, and 8 are filled. A text cell is the fixed-width slot for one character.

Why were octants added to Unicode?

Earlier block-cell graphics entered Unicode in 1991 for compatibility with older computer and terminal character sets. The 2021 proposal included octants in a wider package for legacy-data conversion, emulators, and finer text-mode graphics. Side by side, tiles form a regular grid of tiny on/off patches.
