What means
It is a six-cell pattern within an eight-cell tile.
The digits name the filled cells in a two-column, four-row grid.
Kaypro home computers running CP/M (an operating system) used octants as chunky pixels for text-screen drawings in the early 1980s; the characters could also be stored in text files. Kaypro's normal-display set assigned this exact tile code FE, and Unicode preserves the pattern as a character. Adjacent tiles make larger pictures or borders.

Questions people ask
1Why does show as a box on some devices?
It is recent: Unicode added it in version 16.0 (2024), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
