What means
It gives a text character cell a small pixel pattern.
Each tile has two columns and four rows. Its numbers mark the filled cells; several tiles placed together can sketch larger shapes.
It came from Kaypro's graphics set
A 1983 Kaypro 10 user's guide explains how each character position could serve as eight graphics pixels. On Kaypro CP/M computers, this exact pattern corresponded to Kaypro reverse-video code F1, where reverse video switches light and dark cells. Unicode preserves this particular Kaypro tile as an individual text character for representing legacy graphics.

Questions people ask
1Why does show as a box on some devices?
It is recent: Unicode added it in version 16.0 (2024), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
