What means
It is a tiny tile for low-resolution graphics. An octant divides one character cell into two columns and four rows; this pattern fills cells 6 and 7. Kaypro's 1983 guide describes eight-pixel graphics cells arranged into screen pictures.
The Kaypro source mapping pairs it with reverse-video value EF; the 1983 display guide explains that this mode swaps lit and unlit pixels. If an app shows an empty box, its font may lack this glyph. Microsoft added all 256 octants to Cascadia Code in 2024.

1Why does show as a box on some devices?
It is recent: Unicode added it in version 16.0 (2024), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
