It was a small piece of text-screen graphics.
In the 1980s, both the Mattel Aquarius and an alternate European Sharp MZ character set included it. Aquarius programs could arrange pre-drawn graphics in a grid of character boxes to make low-resolution pictures. Unicode's legacy-computing mapping preserves the old glyph as text.
