What ᪻ means
It signals that the enclosed mark affects pronunciation less.
ExtIPA, an extension of the International Phonetic Alphabet, and some Cyrillic modifier letters also use it. Teuthonista transcribes dialects. Carl Richard Lepsius's 1855 phonetic alphabet was an early model for this tradition; Graziadio Isaia Ascoli devised a related system for Romance dialects—languages descended from Latin—in 1873. Philipp Lenz developed a Germanic system by 1900; separate Bavarian-Austrian rules date to 1912/13. Hermann Teuchert slightly revised Lenz's system for the journal Teuthonista in 1924–25. It was widely used for Germanic dialects in the 20th century; related systems covered Romance dialects in Switzerland and Italy.
Its intended display puts parentheses around the preceding above diacritic, although ᪻ follows that mark in text.

Questions people ask
1Why does ᪻ show as a box on some devices?
Not every system ships a font for the Combining Diacritical Marks Extended block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
