What ॾ means
It marks Sindhi’s voiced, inward-airflow d.
An implosive briefly blocks airflow while the vocal cords vibrate and air moves inward. The small bar below gives this Sindhi sound its own Devanagari letter.
Older Sindhi writing includes Landa, a group of regional scripts based on the Brahmi writing tradition. George Stack recorded regional Sindh scripts in 1849; a reformed Sindhi script for schools and court records followed in 1868.
Why does ॾ look unfamiliar in Devanagari?
It writes a Sindhi sound in Devanagari.
Devanagari Sindhi is used in India; Pakistan’s standardized script for Sindhi is Perso-Arabic. Its corresponding Perso-Arabic letter is ڏ.
Before Unicode 5.0, Unicode guidance used a base consonant plus a mark for Sindhi implosives; dedicated letters such as ॾ are the recommended form.

1Why does ॾ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
