What ⶮ means
It is a syllable sign used to write Sebatbeit (Chaha).
In Ethiopic writing, a series groups syllable signs that share a consonant but use different vowel forms. “CCO” labels the o-vowel form in Sebatbeit’s C-series.
Ethiopic writing was extended through proposals in 1998, 2002, and 2004 to include syllables for living languages, among them Sebatbeit. By 2021, Unicode proposals described broader Gurage orthographies that reused some characters named for Sebatbeit.

1Questions people ask
1Why does ⶮ show as a box on some devices?
Not every system ships a font for the Ethiopic Extended block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
