What ቴ means
Read it through the word around it.
ቴ is one member of an Ethiopic consonant series: its companion forms keep the consonant and change the vowel. In Amharic and other languages using the script, the surrounding spelling supplies the reading.
ተ is another vowel form in the same series. ጤ belongs to a separate consonant series, so it is not another vowel form of ቴ.
Where did Ethiopic writing come from?
Ethiopic writing is linked to South Arabian writing; the route is debated.
The earliest clearly defined Ethiopic script appears in inscriptions from the second/third centuries CE. Its vowel-marking system had developed by the fourth century.
Ethiopic writing was used for Ge’ez, the language of the ancient kingdom of Aksum. Aksumite inscriptions use Ge’ez alongside Greek and South Arabian writing; later Ge’ez manuscripts carried Ethiopian Orthodox prayers. The script was adapted for Amharic, Tigrinya, Tigre, and other languages.
Neutral inside Ethiopic writing; alone, it gives too little context to identify a complete message.

1Why does ቴ look different in different fonts?
It can. An Ethiopic-supporting font draws this text character. A font without support may show an empty box; fonts that support the script can still draw its strokes differently without changing the character.
