What ቲ means

It is the i-form of the Ethiopic t-series. The t sound stays the same across the series while the vowel changes; ቲ contributes a syllable within a word, not a complete word by itself.

Inscriptions from Ethiopia and Eritrea, dated to the 8th/7th centuries BCE, follow South Arabian models and are called pseudo-Sabaean. Ethiopic script appears by the 2nd/3rd centuries CE; vowel marking by the 4th century. Its record spans royal, religious and everyday writing.

Ge'ez was the first language written in this script. Amharic adopted it by the 13th or 14th century; Amharic, Tigrinya and Tigre use adapted forms.

Why does ቲ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
