What ት means
It writes one consonant-and-vowel syllable inside an Ethiopic word. Its sound depends on the language and vowel order, so the glyph alone does not give a complete word-level translation. If it arrives by itself in a message, ask which word or language it belongs to; ት has no fixed reaction.
South Arabian writing was introduced into Tigray, in the Horn of Africa, around the eighth century BCE. A clearly recognizable Ethiopic script appears in inscriptions from the second or third centuries CE. Early surviving examples include royal inscriptions, building dedications, seals, bronze, and pottery.
Around the fourth century CE, vowel notation reshaped the consonant-based ancestor into an abugida: each basic sign represents a consonant joined to a vowel. The exact development is uncertain. The script later wrote Geʾez, including religious manuscripts and church services, then was adapted with few changes for Amharic, Tigrinya, and Tigre. Letter shapes can vary across typefaces, periods, regions, and languages without marking a different character.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
