What ➮ means
Unicode's 2002 account of Unicode 3.2 describes the Dingbats block as derived from ITC Zapf Dingbats series 100, an established symbol font, and says its order roughly follows that font's PostScript encoding, a system for laying out printed pages. The same account notes that many dingbats rely on their particular shapes: another right arrow may keep the direction but changes this ornament's design.

3Questions people ask
1Why does ➮ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
