What 𘬜 means

Think of it as a sound clue within a word.

A phonogram is a character used for sound; ei is a scholarly reconstruction, not an English pronunciation guide.

Khitan phonograms usually group with other signs into a block that represents one word.

How did Khitan small script develop?

It wrote Khitan under the Liao and later Jin dynasties.

Around 925, Yelü Diela of the Liao court created the script. The oldest surviving inscriptions date from the 11th century, more than a century later; many are stone memorials.

Jurchen rulers later modeled their scripts on Khitan writing. In 1191, the Jin court ordered Khitan script use to end.

Why does 𘬜 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
