What 𘭁 means

The code-point label is not a word gloss.

Some signs stood for whole words; others wrote sounds. Sound signs joined into blocks for whole words, but this name does not tell you which role 𘭁 played.

When was Khitan small script used?

It was made to write Khitan under the Liao dynasty.

Traditional Liao histories date its creation to 924 or 925 and credit imperial prince Yelü Diela. A 2026 scholarly article links its shapes to Chinese characters and its sound system to Uyghur writing; another 2026 study argues it was standardized later, under Emperor Shengzong. The earliest securely dated surviving text is a 1051 epitaph. Jurchen script makers adapted Khitan models.

Why does 𘭁 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
