What 𘭢 means
Kane’s 2009 index gives the value ii. That is a proposed sound, not a definition. Khitan sound signs usually join in short groups to spell words.
Why did Khitan rulers create the small script?
To write the Khitan language with sound signs.
Created around 925 by Yelü Diela, the small script spelled Khitan words and attached endings with sound signs. Its earliest known dated inscription is a 1053 tomb text for Yelü Zongjiao. It reportedly drew on Uyghur writing, though the scripts look little alike. Khitan scripts served court records and tomb memorials; after the Liao fell, Jurchens kept using them and modeled their own scripts on them.
