What 𘮓 means
Its encoded name is an ID, not a translation. 𘮓 is a Khitan small-script character. The partly deciphered script uses signs for whole words, usually standing alone, and sound signs in two-to-eight-character clusters; this glyph's role cannot be read from its name alone.
Why was Khitan small script created?
To write the Khitan language. Yelü Diela is credited with creating it around 925; it was reportedly inspired by Uyghur script, though the two share few visible forms. The earliest item in a published chronology of surviving monuments is a royal tomb epitaph (a carved memorial inscription) from 1053.
It was used under Liao, Western Liao and Jin rule. Chinese character structures influenced its design, but Khitan has its own signs and rules; Jurchen writing later adapted Khitan script models.

Questions people ask
1Why does 𘮓 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
