What 𘯾 means

It gave Khitan writers a phonetic way to record their language.

The Khitan people ruled the Liao dynasty in northern China. Their small script took forms from Chinese characters and sound principles from Uyghur writing.

Traditional records date its creation to 924/925, though the earliest securely dated inscription is a 1051 epitaph, a carved grave memorial. Official use ended in 1191 under Jin rule. In the 12th century, Jurchens modeled their scripts on Khitan scripts; influence on neighboring Tangut writing remains disputed.

Why does 𘯾 look different in different fonts?

Not always. BabelStone Khitan Small Linear v16.000 (2024) uses Chinese Song/Ming-style forms, a Chinese print style not attested in surviving Khitan inscriptions. A different font can draw the same character differently.
