What 𘯼 means
It mixed signs for words and sounds.
A logogram stands for a word; a phonogram represents a sound. Phonograms join to form words. Text runs top to bottom in columns arranged right to left.
Where did Khitan Small Script come from?
It was created around 925 CE to write the Khitan language. Unicode credits its creation to Yelü Diela. It is said to draw on Uyghur script, another writing system, though the two look little alike. Khitans also used Khitan Large Script for the same language.
It was used under Liao (907–1125 CE), Qara Khitai (1124–1218 CE) and Jin (1115–1234 CE) rule. Examples include grave inscriptions on stone tablets buried with Khitan royalty and aristocracy; it also appears on monuments, mirrors, tallies, coins and a jade cup.

Questions people ask
1Why does 𘯼 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
