What 𘰖 means
No; it records sound, not a complete word.
A 2019 study records its Khitan sound value as muˣ, a spelling in Latin letters rather than an English translation.
The Khitans, a people of northern China, used the script for their language during the Liao dynasty. Tradition credits Yelü Diela with creating it around 925, reportedly inspired by Uyghur writing. A 2017 inventory lists its earliest dated monument as a royal epitaph from 1053. Khitan Large Script was a parallel system. In the later Jin dynasty, Jurchen writers modeled their own scripts on the Khitan pair.
Historical inscriptions used vertical columns from right to left. Unicode also supports horizontal layouts, but software must position Khitan word clusters correctly.

Questions people ask
1Why does 𘰖 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
