What 𘱜 means
It is a Khitan Small Script sign; its label gives no reading.
The script used logograms (whole-word signs) and phonetic signs, often grouped into words. This glyph's role and reading cannot be settled without word context.
How did Khitan Small Script develop?
It was made to write Khitan.
The traditional account credits Yelü Diela, brother of the Liao founder, and dates the script to about 925. The earliest securely dated surviving inscription is a 1051 epitaph; a 2026 study argues for later systematization. Chinese forms influenced it; tradition links it to Uyghur script, though the scripts have few visible similarities.
It served Liao monuments, diplomacy, exams and books; use continued in Qara Khitai (Western Liao) and Jin. Jin modeled Jurchen scripts on Khitan writing, then abolished Khitan script in 1191.

1Why does 𘱜 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
