What 𘱝 means
Its role is not established from the isolated glyph. Khitan small script combines logograms (whole-word signs) with phonograms (sound signs). Phonograms usually form word clusters, ordered left to right and then top to bottom; a logogram can stand alone.
How did Khitan small script relate to other writing?
It was one of two distinct Khitan scripts. Yelü Diela is credited with devising it around 925 to write Khitan, reportedly inspired by Uyghur script. The small and large Khitan scripts wrote the same language in the same region and period, but remained separate; later Jurchen scripts drew on both. Khitan small script continued under the Liao, Qara Khitai (Western Liao), and Jin dynasties, appearing on monuments, mirrors, tallies, coins, and a jade cup.

1Why does 𘱝 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
