What 𘱱 means
The label does not tell you how to read it. Khitan writing used some signs for whole words and others for sounds. Sound signs commonly join in small groups to spell a word, so this glyph’s role comes from its place in the inscription.
How was Khitan Small Script used?
It recorded Khitan and drew on other writing traditions. Around 925, Yelü Diela, the Liao emperor’s younger brother, created the script to write Khitan. Its forms drew on Chinese characters, while its sound system is linked to Uyghur writing. It was one of two Khitan scripts, alongside the distinct Khitan Large Script.
It remained in use under Liao, Western Liao and Jin rule. Examples appear chiefly on stone epitaphs, memorial inscriptions for the dead, and also on monuments, mirrors and tallies. Jurchen writing adapted Khitan models for another language; in 1191, the Jin court abolished Khitan scripts.

Questions people ask
1Why does 𘱱 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
