What means
It filled one cell in the Z 9001’s text-mode drawing set.
Unicode’s mapping table traces this glyph to graphics code C2 in the Robotron Z 9001, an East German home computer sold from late 1984. The basic model lacked full-resolution graphics, so fixed symbols could be arranged in text cells to make “quasi-graphics”—simple pictures assembled from character tiles. C2 was the machine’s character-set byte, not a Unicode address.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
