What ⥈ means
Its exact role depends on the notation using it.
Unicode classifies it as a relation symbol—a sign used between expressions—and math-aware typesetting can use that class for spacing. In the ISO mathematical entity set, its name is harrcir.
A proposal in 2000 included it in a set of symbols intended for complete mathematical rendering and exchange.
Why can ⥈ look different across documents?
Fonts draw it differently; older encodings may lose it.
Different fonts can draw the arrow and circle in different styles; that changes its appearance, not its identity.
An older encoding without ⥈ may reject or replace it during conversion. Use a Unicode-capable format when a text system cannot represent it.
Technical and obscure outside mathematical notation.
In casual prose, readers may not know which relation you intend.

1Why does ⥈ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
