What ⥳ means
The formula’s author defines the relation.

In MathML 3 (2010), ⥳ is classified as an infix operator and marked as an accent. “Infix” means it can sit between expressions; “accent” is a layout cue: in an overscript position, a renderer keeps it at the base expression’s size and closer to the expression. These labels control presentation, not mathematical meaning.
