What ⭦ means
It marks a direction, route, or movement. Its tip points diagonally up-left. Since it is a text character, its weight and proportions can vary with the font displaying it.
In the eighteenth century, maps and diagrams used arrows to show water movement and rivers. By the mid-to-late nineteenth century, arrow designs were increasingly simplified toward a shaft and triangular head. This is the broader history of arrow design, not a date for ⭦ itself.
Neutral and directional; the triangular head gives a route marker a more schematic look than the plain northwest arrow.

1Why does ⭦ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
