What 〒 means
It marks Japanese post and introduces the postal code that follows.
In 1887, Japan’s Ministry of Communications adopted 〒, replacing a postal flag with a red circle and line. Its design is commonly linked to テ, a Japanese character for a syllable, from 逓信省, the ministry’s Japanese name. An official notice was corrected from T to 〒, leaving the exact design uncertain.
Japan introduced postal codes in 1968; 〒 became their prefix. As text, its shape may vary by font without changing its meaning.
Administrative and specific to Japanese postal use.

1Why does 〒 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
