What ⯘ means
It marks a hypothetical planet in Russian astrology. In its 2016 proposal, Unicode describes astrology fonts and software treating ⯘ as one character; a punctuation string that imitates its shape may split apart or display differently.

1Why does ⯘ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
