What ⯍ means
A four-pointed star with inward-curving sides, tilted on its corner. A cusp is the sharp point where two curves meet, so a four-pointed cusp is the star-like shape you get from four curved arcs. “Black” means filled in, “light” means a slim, delicate version, and “rotated” means it is turned 45 compared with its upright twin . Readers usually see it as a sparkle, a twinkle or a fancy bullet point, and that is exactly how people use it.
It reached Unicode in 2014 together with hundreds of symbols from the Wingdings and Webdings fonts that come with Windows. Those fonts had long been used in documents, and encoding their shapes lets the same picture survive copying between apps and systems. Because it is a text character, how it looks depends on your font; on devices without a suitable font it may show as an empty box.

2Questions people ask
3Does ⯍ mean something when someone sends it?
No fixed meaning. It works as decoration, like a sparkle or a bullet, so read the words around it.
Is ⯍ an emoji?
No. It is a plain text symbol, so it has no colourful emoji picture and takes the colour and style of your font.
Why do I see a box instead of the symbol?
Your device lacks a font that includes it. The character is still there and will show on devices that have one.
