What means
It is one tile for assembling tiny text-mode pictures.
In its two-column, three-row pattern, cells 2 and 3 are lit: top-right and middle-left. Set beside other mosaic characters, this tile helps build a larger block picture.
Why does have gaps?
The gaps preserve teletext’s separated-graphics mode.
A September 1976 teletext specification allowed the same six-cell mosaic set to appear joined or with narrow spaces. A 2021 Unicode proposal took the next step: it gave separated tiles their own characters so existing teletext data and emulators could preserve that look.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
