What ⭚ means
⭚ belongs to Lithuanian phonetic transcription, a way to write down dialect speech. It draws on the Copenhagen Scheme, a system for writing speech sounds published in 1925. Jurgis Gerulis adapted it for Lithuanian dialect study in 1930; Aleksas Girdenis later developed it. Examples in a 1930 dialect study and a 2001 linguistics collection predate Unicode encoding.
Placement binds the contour to its speech
Lithuanian intonation marks normally follow the word or speech segment whose melody they describe.

1Why does ⭚ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
